A safe and high-quality health system provides the most appropriate and best-value care, while keeping patients safe from preventable harm in the delivery of that care. Ensuring high quality in healthcare is a challenge on the global stage facing health systems regardless of their developmental status. Nevertheless, low- and middle-income countries, countries of transitional economies and fragile, conflict-affected and vulnerable settings face additional hurdles of health system breakdown, inadequate infrastructure, lack of safety and security, and a scarcity of requisite resources.
