Cost-to-Charge Ratio in Jordan

​This study explores the cost-to-charge ratios (CCRs) across healthcare providers and departments in Jordan’s public health sector. CCR represents the ratio between actual expenditures and billed charges, highlighting the extent to which hospital charges align with the true costs of service delivery.


The results reveal significant variability between institutions (MOH, RMS, UHs) and across specialties. For instance, departments such as ENT and Dermatology show higher CCRs under MOH, while radiology and laboratory services tend to present lower CCRs across all providers. These differences indicate both structural and operational variations in cost recovery and resource allocation within the system.

Understanding CCRs is crucial for health financing reforms, insurance negotiations, and strategic pricing policies, ensuring greater efficiency and sustainability in healthcare delivery.​
